Is It Better to Punish Those Who Abuse Or Those Who Shine a Light On Abuse? Pennsylvania's Answer to that Question

Dogs Deserve Better is asking the question they've asked every day for the last three House and Senate sessions:

How long, Pennsylvania? How long must chained dogs wait for a law protecting them from this abuse?

Dogs Deserve Better had heard rumors of dogs chained in the mountains off Gypsy Camp Hollow Rd. in Tyrone, Pennsylvania. An anonymous tip on the location sent them out to investigate the situation.

On the abandoned property are seven dogs, all suffering in a variety of ways: each is full of hook and whip worms, one dog cannot see, one has a cracked and bleeding tumor on his face, one little dog is matted from head to tail, and the worst one has a major protrusion in her vaginal area. One dog died during the January cold snap.

Dog Lies Dead on the End of a Chain for Four Days and We Need Your Help!

On February 8, 2010 Dogs Deserve Better Rep Shari Strader got an anonymous tip about a dog dead on the end of a chain on Willow Road in Greensboro, North Carolina. The tip said the dog had been there dead for at least three days. No one even bothered to remove her.

Upon investigation, she first was unable to see the dog and thought her body had been removed. However, she went back and saw that the dog was indeed still there, dead, and chained to a doghouse. Patches of snow are still visible all around the area where the dog lays dead in the photo.

Hero's Story-- Chained for 14 Years and Adopted to Loving Home!

It is completely unbelievable what has transpired in just 3 days. Hero is alredy looking brighter and happier. His tail wags now and he follows us around everywhere. Dan took him to our vets on Friday morning. Jim Humphries said that his back is "old dog" but that his teeth, suprisingly enough, were in good shape. He put him on rimadyl, baby aspirin, and a high powered vitamin and mineral supplement. After two nights on an orthopedic dog bed and two days on the medications, Hero is walking much better. He is a very good boy, although he did lift his leg once in my garden room on a bit potted plant! All in all, it is amazing how well he behaves for having been outside his whole life. He does not know any commands (no or come for instance), but he seems smart and I'll bet in a few weeks he will be doing fine.  Read the whole story....

Hi Tammy,

Just wanted to let you know our anti-tethering law is now in effect in Kanawha County, WV. It only allows chaining for 15 minutes at a time for a maximum of four times a day.

The president of the county commission renamed the law, "The Linz Law". I was totally surprised and honored. Thought you'd be interested.  Also, good article in USA Today.

Keep doing what you're doing...things are changing.

Also up for consideration is new regulations for pet owners, mandating climate controlled areas, cooling devices or methods for domesticated animals during winter weather advisories or during heat advisories issued by national, state or local authorities. This means that during times of extreme cold or heat, animals should be kept in a climate controlled environment or pet owners should have devices in place to make their animals more comfortable. Additionally, domesticated animals would not allowed to be tethered for more than three hours within a 24-hour period. Enforcement of this rule would be under the discretion of the city's animal control officer. "We're not trying to say that they can't put a dog on a chain," said Ward 5 Alderman Jeremiah Dumas, who is proposing these amendments to the pet ordinance. "But we're telling them they can't put the dog on a chain for its entire life. There has to be some way for the dog to get off the chain and exercise or get out in the elements." The current ordinance, Dumas says, allows abuse of some animals, because it does not address their particular situation. "There are several instances in town where you can see dogs that are chained to the same tree their entire life, and not only are they chained to that tree, but they're chained to that tree and not given adequate shelter," he said. "I question why someone wants an animal and has no interaction with them." The Board of Aldermen meets at 5:30 p.m. in the City Hall courtroom. Berkeley Residents Meet to Support Ordinance

Section I of the ordinance is a combination of three already existing ordinances (control of dogs by owners, excessively noisy dogs, and vicious dogs). Section II is completely new. It focuses on animal cruelty and dog tethering. Specifically, it addresses issues of how long a dog may be tethered, under what circumstances, and what equipment is appropriate and necessary for a dog to be humanely tethered. It also addresses dogs kept outdoors in pens. Although this ordinance is far from perfect, it is a significant step in the right direction in helping to provide more humane standards of care for dogs who are contained outside for the majority of their lives in Berkeley County.

The Commission will hold a public hearing on Thursday, April 1, 2010, at 7 p.m. in the Commission hearing room, 400 W. Stephens Street, Martinsburg, WV. Please check the Commission website a few days prior to read the agenda for the meeting to ensure that the ordinance will be on and to double-check the time it will be discussed. Residents are welcome to speak at this meeting. Depending on the number of people who wish to speak, everyone will be limited to 2-3 minutes.
