Welcome Waggin' Thanks Allure Pet Products
DDB
is implementing a new program to provide new foster dogs with toys,
bowls, beds, and leashes/collars. We have had a tremendous
response to this program from the corporate world. This week we thank
Allure Pet Products, makers of Huggle Hounds, who
provide 96 dog toys for us to distribute. Distribution details will be
outlined to DDB Reps once the program is fully in place.

I think the family of the dog in my
neighborhood has been improving their ways. My neighbor and I have seen
the dog in the yard but on a significantly limited basis. This morning
she was not out in the yard as she would have been prior to contacting
DDB. Shortly after contacting you I had not seen the dog for days and
feared she was gotten rid of but my neighbor had seen her regularly.
Then I started to see her too. Now, since contacting you about the
problem I see the dog outside but she seems to be out there for potty
breaks and not just to sit in the cold. I think they are being
responsive to whatever you sent them. I just thought you would like an update. Thank you for your help. Lynne
Make A Difference for A Chained Dog!
Huntington WV Council passes dog
tethering ordinance. After months of public debate, committee meetings
and protests that involved animal lovers chaining themselves to trees
at Ritter Park, the city of Huntington now has a dog tethering
ordinance. Reporting in the Herald-Dispatch, Bryan Chambers notes City
Council approved the ordinance Monday night by a 9-2 vote. Councilmen
Councilmen Jim Insco and Nate Randolph were the two dissenting votes.

Virginia Voters Please Don't Let HB 429 Die in Committee
This
bill can be turned around and sent to the floor if 1 member of the
sub-committee reverses their position (as it went to a vote of 4 in
favor and 5 against). The Virginia Animal Control Association (VACA),
Virginia Animal Fighting Task Force (VAFTF), VAFHS and various rescue
groups all are in support of this bill, and would simply like the
Attorney Generals Opinion to be upheld and written into the existing
statute. It will simply add language not allowing pounds to euthanize
animals based on breed. It will still allow any shelter to euthanize
for space, behavior and medical. This is important because there are
still many pounds in VA who will euthanize all pit bulls. DDB supports
this legislation because so many chained dogs are pits and pit bull
mixes.

It was a unanimous YES by the
Commissioners to approve the Collier County Florida Anti Chaining
Ordinance today! We have adopted the language from Miami that says the
only time it is permissible to chain your pet is if you are outside and
in visual range of you pet. Basically, no unattended tethering is how
Collier is looking at it. So, good for the dogs and good for the
community. I am very excited that Dogs Deserve Better could be a part
of this wonderful work. I will write more detail when I get back
to the office. It will go into effect in May. Today is a great day for
the dogs!

Chattanooga TN proposes 24 hour limit on restraining animals.

As
some of you may or may not know, I successfully got an anti-tethering
ordinance passed by the St. Louis County Council aprox. 4 yrs. ago. I was very happy to have that law on the books, but now it seems that it wasn't enough. St.
Louis County Animal Control is failing to enforce this law which states
that a dog can be tethered for no longer than 10 continuous hours, and
not more than 12 in a 24 hr. period. The
Animal Code of St. Louis Co. Chap. 611, Animal Cruelty Section 611.180,
clearly states it is against the law to leave a dog continously
tethered 24/7, but apparently that is still what is happening. There are other restrictions regarding tethering a dog outside including the type of collar (no choke or pinch collars), the
length of the tether, whether said tether has a swivel at both ends to
prevent strangulation, the type of shelter (large enough for the dog to
turn around but small enough to retain its
body heat) and the ordinance states shelter must have straw or shavings
to help keep the dog warm, specifics about food and water and where it
is located in relation to the space where the dog must urinate and
defecate. Basically few if any of these
requirements are being checked by Animal Control and they don't even
use this ordinance as an educational tool by telling people that they
are not in compliance with the law and they need to makes changes in
order to be in compliance. Aside from
these requirements, the Animal Code states as its "PURPOSE" - "the
prevention of mistreatment of animals within St. Louis County and
protection and enhancement of the health and safety of animals in St.
Louis County".
Joan
McKenna, the Mo. rep for Dogs Deserve Better, has been called by
concerned citizens about dogs living in inhumane conditions and
suffering needlessly, and despite contacting Animal Control repeatedly
for help, none has been forthcoming. For some reason, Animal Control does not feel the need to enforce the law.Come

the Virginia Federation of Humane Societies Conference March 26 and 27

I
have suggested that we attend a St. Louis County Council meeting, held
every Tues. evening at 6:00, to voice our concerns to our council
representatives. The purpose of this e-mail is to enlist your support by attending a meeting. I will be speaking on behalf of the animals at the meeting on March 2 and Joan will be there as rep. of Dogs Deserve Better. Anyone who wishes to speak can arrive at 5:30 to sign up. Don't feel that you need to speak, but if you would like to that would be great. Just a show of bodies would be helpful. I
would like to see at least one constituent from each of the county
districts represented, so that the council members can see that THEIR
constituents want some changes made to help chained dogs. Some of you do not live in the county, but are members and/or volunteers for animal welfare organizations who can speak to the inhumane aspects of continuous chaining.
